Separate delivery from production
The community truck review links the tutorial to Roblox place 103767961452227 and distinguishes country-wide steel from materials stored at a receiving factory. It reports a delivery discussion around 0:20–0:49 and a factory panel at 7:55. These are dated observations reported by that reviewer, not a current test by this site.
The reviewer describes a Road entry in a beginner video that mentions buildings, workers and deliveries. Checking road access is relevant, but this does not prove a particular layout will repair a stalled delivery.

If a truck will not move
Record the destination, material, road connection, and any warning before changing buildings. Compare local inventory with the queue over time. Full storage with an empty queue is a production-order question; an order awaiting inputs is a delivery or input question.
Truck price, vehicle cap, manual route controls, spawning building and research unlock remain unverified. Do not demolish or buy a structure expecting a truck refund or spawn. Use the official developer community for a current, game-specific acquisition path.

Do ore refineries spawn trucks?
Not established for this Roblox experience. One generic guide mixes in Soviet Refinery references from a different RTS context, so it is not reliable evidence.
What is the vehicle limit?
