What the official description actually promises
The game page says you start with an empty plot and build neighbourhoods, roads, farms, shops, factories, power plants, water networks, and large cities. You manage money, workers, population, resources, happiness, power, research, production, and city expansion.
The military sentence is specific: research technology, manufacture vehicles and missiles, deploy troops through tunnels to the mainland, form alliances, and fight other nations for strategic areas. Guides on this site follow that order and mark anything beyond it as a community report.
