How to unlock city level 3
Checked 15 October 2026 · version notes for Roblox V0.1 where they apply
Progress checklist
A reliable level-3 population threshold was not found in the sources checked on 15 October 2026. The checks below are community troubleshooting suggestions, not a proven unlock recipe.
What I can give you is the order that does not depend on the missing number. Level 2 first. Then density. Then utilities that stay up when you add the next block. Then a store and a factory that are not idle. Trucks matter here because a mine that cannot ship is a city that looks busy and produces nothing.
| Check | Pass condition | If it fails |
|---|---|---|
| Level 2 | Population has passed 250 | Stay on the level-2 page |
| Roads | New blocks connect to the grid | Reconnect before adding houses |
| Power | Homes and shops are covered | Add generation before more zoning |
| Water | Population is still rising | Extend the water network |
| Workers | Jobs are filled | Open the workers page |
| Industry | At least one factory is producing | Open the trucks and factory pages |
Work toward city level 3 without a published threshold
- Clear level 2. Be at 250 population with utilities connected. Do not skip that gate.
- Keep adding housing on roads. Population is still the signal, even though the next target is unknown.
- Stop idle buildings. A shop or factory with no power, water, or workers does not count as a working city.
- Add one store that actually sells. The stores page covers the road, power, and worker checks.
- Read the demand icon. If your build shows a magnifying-glass style demand hint, follow that instead of a number from an old guide.
Questions
What is the level 3 population requirement?
Not published, and the community pages that rank for this query do not give a figure we can repeat. If you see a precise number with no date, do not trust it over an in-game reading.
Is level 3 one special building?
No source describes a single building that flips the level. It tracks city scale and coverage, the same system as level 2, with the number missing.
