Skipping a step is the usual stall. Houses with no utilities. Utilities with no road to the factory. A factory that cannot pay, so the shift stays open and the error remains. Raising wages in a building people cannot reach does nothing.

Why 250 shows up twice

City level 2 and the early worker crunch share 250 population. If you are fixing the error in the first session, you are also walking the level-2 requirement. After 250, the error can return on a new factory because the pool is spent, not because the level failed.

Clear the need-more-workers error

1. Build housing on a road. Population is the pool. Empty land does not employ anyone.
2. Connect power and water. Utilities are what turn a placed house into residents.
3. Wait for the pool to grow. 250 population is also the city level 2 gate, so the same work serves both problems.
4. Assign people to a job that can pay. A building you cannot afford to staff stays empty. That looks like a worker shortage and is a money shortage.
